Notice of Early Learning Coalition of Sarasota County Board Vacancy
The Early Learning Coalition of Sarasota County is seeking a candidate to fill a Private Business Representative position on its Board of Directors. If interested please send an e-mail inquiry to mail@elcsarasota.org
The Early Learning Coalition of Sarasota County is also putting notice of a currently vacant Gubernatorial Appointed position opening for a private business representative. To apply for a governor-appointed position, please apply online at http://www.flgov.com/appointments
All private business representatives must reside in Florida and be an individual associated with a private-sector business entity conducting business in Sarasota County that meets the following criteria.
- An owner having at least a 10% ownership interest in the business entity;
- The Chief Executive Officer (CEO) or Chief Operating Officer (COO) of the business entity;
- A business executive or employee of the business entity who is at the management level or higher with optimum policy making or hiring authority; or
- An individual who previously met one of the criteria aforementioned but is retired from the business entity. The candidate (or candidate’s relative) must not be a child-care business owner or employee.
Notice of Intended Decision To Enter Into A Single Source Contract
Notice is hereby given that the Early Learning Coalition of Sarasota County, Inc. (“ELC”) intends to issue an award and enter into a single source Contract with LENA System™. The ELC intends to award the contract to LENA System™., on or about September 29th,2023. The ELC has in the past purchased resources and content from LENA System™. The ELC intends to further purchase resources and trainings from LENA System™ to continue to help providers.
This Notice of Intended Decision To Enter Into A Single Source Contract (“Notice”) is posted in accordance with Section 287.057(3), Florida Statutes and will remain posted for a period of at least seven (7) business days from the date of posting of the Notice.
Date and time of posting of Notice: September 19, 2023 @ 9:00 A.M.
Date and time of expiration of Notice: September 28, 2022 @ 9:00 A.M.
** NO WRITTEN RESPONSES FROM PROSPECTIVE VENDORS WILL BE ACCEPTED BY THE ELC AFTER THE DATE AND TIME FOR EXPIRATION OF THIS NOTICE AS STATED HEREIN**
The ELC intends to enter into a contract with LENA System™ for the following materials and trainings, with LENA System™ being the sole sourced vendor providing LENA materials, coaching, data systems required to certify its use and all related materials under its trademark.
- LENA System™ vests
- LENA System™ recording devises
- LENA System™ data collection and reporting programming
- LENA System™ coaching tools and materials
Prospective vendors who believe that they can meet or exceed the requirements stated in this Notice are requested to provide written information with technical detail and description of their services, staffing, technology, and method of delivery sufficient to support their ability or position to provide the contractual services listed in this Notice. If it is determined in writing by the ELC, after reviewing any information received from prospective vendors, that the contractual services are available only from a single source, the ELC shall provide notice of its decision to enter a single-source purchase contact in the manner specified in Section 120.57(3), Florida Statutes. Written responses to this Notice must be sent to the ELC to the attention of Brigid Kolowith, Chief Operating Officer, at 1750 17th St Bldg L , Sarasota, FL 34234.

The ELC intends to award the contract to Teachstone, Inc on or about September 29th ,2023. The ELC has in the past purchased resources and trainings from Teachstone, Inc. The ELC intends to further purchase resources and trainings from Teachstone to continue to help providers and upskill and retain the childcare education workforce. The Division of Early Learning requires all Coalitions to use CLASS ® (Classroom Assessment Scoring System) to conduct program assessments of childcare classrooms in accordance with Florida Statues 1002.82(2)(n) and Rule 6N4.740, F.A.C. Teachstone, Inc is the sole sourced vendor for the CLASS ® assessment tool.

- CLASS ® Score Sheets
- Trauma- Informed Professional Development series for Educators and Directors
- CLASS ® Group coaching training for Educators and Directors
- myTeachstone Learn Abouts for Infant/Toddler/Pre-K
- Introduction to the CLASS Tool Trainings for Infant/Toddler
- CLASS ® Foundations for Teachers for Pre-K
- A CLASS Primer for Teachers for Infant/Toddler
- Thinking and Thriving: Interactions for Early Learning for Infant/Toddler
- CLASS Observer Training for Infant/Toddler
- CLASS Observer Training for PreK
